Nyusi urges civil servants to calm down. “No one will be without a salary”

The Mozambican government on Tuesday admitted that there had been cases of non-compliance in the implementation of the new unified salary scale for the state apparatus, but ensured that everything was done to resolve the issues.

The new schedule of civil servants in Mozambique came into effect this month, after being approved unanimously by the three seats of the Assembly of the Republic (AR) on December 8, 2021.

The head of state also said that “the equation that dictates wages has many variables” and “must be adapted” to avoid “imbalances” in the process of applying the individual salary scale.

“This is not an easy exercise, but we will always watch so that it can happen and reduce the suffering of Mozambicans,” said Felipe Nyusi, reiterating that it is an incomplete process and that it will “be mastered.”

“The important thing is the intent and the impact it will have on our lives,” the Mozambican head of state highlighted.

The Minister of Economy and Finance, Max Tonella, said on Tuesday that despite the restrictions noted in the first month of their implementation, the government will continue to use salary payment procedures, giving priority to state employees receiving the minimum wage, which has now increased from 4,656 Mitika (71 euros) to 8756 (134 euros).

“Once the law comes into effect, we will start paying the salaries for the month of July,” Max Tonela stressed, adding that in the case of employees not covered by the new schedule due to non-compliance, the payments are retroactive, as soon as possible.

The new individual salary scale for civil servants has 21 levels, between 8756 and 165758 mitica (between 134 and 2580 euros), instead of 103 levels, as was the case before.

According to the data of the Advanced Public Accounting Directorate at the beginning of the month, about 306 thousand employees, 80% of the total 382.728 employees working in the state, were already qualified and able to receive their salaries in accordance with the criteria specified in the law. One new salary scale.

The document specifies that the President of Mozambique receives a monthly salary corresponding to the highest of the 21 levels, plus a representation allowance equal to 40% of the respective salary.

The Mozambican government believes that the state’s new “wage pyramid” will reduce the share of public sector salaries from the current 13% of GDP to 8% over the next four years.

It also aims to harmonize the criteria for defining salaries in the state, placing four criteria at the heart of the formula: educational qualifications, seniority, occupation, and age.
