The Ministry of Health, on a monthly basis, transfers additional funding resources to municipalities with health teams integrated into vocational training programs within the scope of primary health care. To answer questions about membership, requirements, among other things, the Primary Care Secretariat has updated its FAQ with the most frequently asked questions and answers on the topic.

Adhesion is carried out through a request from the administration of the municipality or the Federal District on a platform E-Primary Care Manager. Certain criteria are necessary for a municipality to be eligible for a resource, such as offering medical residency programs in family and community medicine or residency in the health professional area in single-professional or multidisciplinary approaches in primary care or family health for dental and nursing professional categories.

The financial incentive for additional financing is transferred by means of the Fund, on a regular and automatic basis, to the Municipalities and the Federal District, based on the accession decree published in The official diary of the unionAccording to the total vacancies approved by the Ministry of Health and occupied by professionals in training. This incentive is provided in Title II Chapter 11 of the GM/MS Uniformity Code No. 6, dated September 28, 2017.

The additional incentive for integrated teams differs from the Pró-Residência, but both help train dedicated professionals. The purpose of the Pró-Residência is to finance residence grants from municipal, state and private not-for-profit institutions, for new vacancies in residence programs that are strategic for the SUS. The financial stimulus of financing is converted from a fund into municipal financing, to support the municipal administration in qualifying medical and multidisciplinary residency programs within the scope of primary health care.
