Chișinău, Republic of Moldova, Dutch transport and logistics company Heisterkamp Transportation Solutions has announced a major expansion into Eastern Europe, confirming plans to open a new operations facility at the Moldova Innovation Technology Park (MITP) in Chișinău.
The move marks a significant milestone in Heisterkamp’s ongoing European growth strategy and underscores Moldova’s emergence as a regional hub for logistics, business process outsourcing (BPO), and digital innovation.

Founded in 1919, Heisterkamp is a family-owned business with more than a century of experience in international transport and fleet management. The company operates a fleet of over 800 trucks and 9,000 trailers, employs more than 1,300 staff, and maintains offices across the Netherlands, Germany, Poland, Latvia, and Romania.
Heisterkamp’s business model integrates road transport, vehicle leasing, maintenance and repairs, along with digital solutions designed to optimise logistics efficiency. Its client portfolio spans the automotive, retail, and fast-moving consumer goods sectors — industries that rely heavily on technology-driven supply chain operations.
The new expansion into Moldova reflects the company’s strategy to align traditional logistics services with data-driven management and regional digitalisation trends.
Investment built on European partnership
According to Heisterkamp, the decision to establish operations in Moldova followed discussions initiated during the BENELUX–Moldova Economic Forum 2025, an event aimed at strengthening trade and investment links between the Benelux countries and Eastern Europe.
Project implementation will be facilitated through the Moldova Innovation Technology Park, recognised as Europe’s first e-Park. The park provides a favourable business environment featuring a flat 7% turnover tax, state guarantees until 2035, and policies that promote flexible remote operations — including the “Virtuality” principle and an IT Visa programme for foreign professionals.
These incentives have positioned MITP as a magnet for companies seeking operational agility, predictable regulation, and access to a growing pool of tech and logistics talent.
Moldova’s growing role as a technology and BPO hub
The investment arrives as Moldova cements its status as one of Eastern Europe’s fastest-growing destinations for BPO and technology outsourcing.
Over the past 15 years, the country’s BPO exports have risen by more than 330%, according to the National Bank of Moldova. The total value of BPO service exports reached $268.4 million in 2024, up from $62.1 million in 2010. The 2024 figure represented a 13% increase on the previous year, setting a new national record.
Analysts say that sustained growth in this sector has made Moldova a competitive choice for logistics, IT, and back-office operations — particularly for European firms seeking cost efficiency and proximity to EU markets.
Boost for Moldova’s logistics and digital sectors
Heisterkamp’s arrival is expected to generate new employment opportunities in data analysis, transport operations, and technology transfer, while deepening Moldova’s integration into wider European supply chains.
The project also signals renewed international confidence in Moldova’s business climate and human capital, with the government emphasising its appeal as a tax-friendly and stable environment for investment.
