Bill 672/23 specifies that at least 50% of federal referrals to the public health system will be made in proportion to the care provided in the states, Federal District, and municipalities. The text under analysis in the House of Representatives amends the Basic Health Law (8.080/90).
In defense of the change, the author of the proposal, MP Alberto Fraga (PL-DF), said: “It has been proven that several states are subject to penalties, because they receive money transfers from health on the basis of population.” According to him, the Federal District, for example, receives about 2 million residents, but serves 6 million people in its health system.
“By adopting the new standard, based on the number of consultations, it will be possible to correlate the actions carried out within the scope of each federal entity and thus contribute to resources where there is greater demand, impartially and without concessions, anywhere in the country,” concluded the parliamentarian.
Alberto Fraga has also explained that the current proposal consists of reintroducing Bill 1658/03, which he also wrote. That provision, which was rejected by the Social Security and Family Commission in 2006, ended up being shelved.
