Families spent 1,043 million euros on the private sector in 2021


Private and social health workers enjoy a dominant and even monopolistic position in 133 of the country’s 278 municipalities, where 20% of the Portuguese population lives.

According to a study by the Health Regulatory Authority, which focused on 57 operators running 94 hospitals and 124 outsourcing institutions, this dominant position, most evident in domestic areas, can “generate undesirable user situations, such as excessively high prices, the provision of health care lower quality, less diverse services and restrictions on freedom of choice.

SNS is also affected by the dominant position of the private sector, which in the event of agreements may demand higher prices.

Based on the concentration levels that have been determined, 88 of these 133 municipalities have a potentially dominant position, and in five – Freixo de Espada à Cinta, Vila Nova de Foz Coa, Idanha-a-Nova, Penamacor and Barrancos – a monopoly position has been determined.

In 2021, families spent €1,043m on private hospitals, double what they spent in 2011.
