Special Prosecutor Robert Hoare's report, released Thursday, constitutes a scathing assessment of how Biden managed sensitive government information on military and foreign policy matters related to Afghanistan and other sensitive national security matters. “Our investigation found that President Biden intentionally withheld and disclosed classified materials after assuming the office of Vice President, when he became a private citizen,” Hurr wrote.
Among the documents found by investigators were materials related to Afghanistan, proving their opposition to the decision of President Barack Obama, for whom Biden was vice president, to send more troops to the country.
One of the materials found was a handwritten letter addressed to Obama on the subject. The report explained, “These materials support Biden's position when he considered them related to the most important decisions he made as Vice President.”
At the Justice Department, there are precedents for criminal charges against individuals for sharing classified information with biographers or speechwriters, such as Gen. David Petraeus, who pleaded guilty in 2015 and was given a suspended prison sentence.
White House lawyers and Joe Biden's lawyers had the opportunity to view the document and comment on it. Ian Sams, one of the president's spokesman, said Biden had decided not to exercise any presidential powers regarding any part of the report.
