Bedfordshire Police say they seized the tobacco and vehicle between junctions 13 and 14 for Milon Keynes and Bedford.
The driver was also arrested on suspicion of immigration offences.
Officers from the Bedfordshire, Cambridgeshire and Hertfordshire road policing unit carried out the arrest as part of Operation Trivium.
The Operation is a Europe-wide scheme focusing on foreign national offenders.
